The answer is whenever he wants! Though it is usually when he needs the increased durability it grants him in order to complete a quest.
When Luffy enters a quest, he must first collect certain items and then he can go to the item’s designated location to use it. These locations vary based on what type of quest they are, but they always look something beautiful and serene.
When he arrives, he locates the item and clicks it to use it. Then, his Gear 4 glows slightly and returns him to his normal self! This is what gives questing such a neat feeling of progression.

In the latest episode of One Piece, Luffy and Co. come across a battlefield filled with dead soldiers and civilians. This is a rare occurrence for them, as most fights they are tasked with cleaning up the battlefield after a fight.
Normally, they would be given supplies and sent on their way. However, this time it is different. This time, someone is asking for help.
Luffy and co. take an oath to help the injured, so they decide to stay and assist the wounded. The injured are members of the military who were caught in a battle but were too injured to flee away.

Fight with Cracker
During the fight with cracker, Luffy uses Cracker’s gear for a little bit. During this time, he can choose between two new gear sets called Cracker’s Revenge and Cracker’s Stance.
Cracker’s Revenge is a more offensive set of gear units than Cracker’s Stance. While in Cracker’s Revenge, he gains access to two new gear units: The powerful Craggernant and the defensive Gearcarapace.

Gear 4 is one of the most prominent techniques Luffy uses throughout the series. In some arcs, such as the Grand Line and New World, he only uses it when necessary.
In The New World, he needs it to traverse mountains and deep valleys, where his feet would be forced to take a more relaxed approach to climbing and walking.
In The Bluebird’s Nest Part 1 and 2, he only needs it when he faces extremely powerful enemies like the Zebrafish or Kakuja.
