Verizon rules say that all devices must be on a 2.0 (faster) data connection when activated. This is to ensure that the device can communicate with other devices, including apps and services in the Verizon system.
If your phone does not meet the standard 2.0 data rate, then it is considered preferred mode. In this case, if you want to use a different app or service, you have to lower your data rate to make room for it.
