These deals allow you to test drive the car, but it does not include a new car sale of purchase. This is known as a new car sale of purchase.

In most states, the buyer takes out a loans and lenders can not approve a loan unless the lender has proof of an existing debt for the car. This is very important because if the lender cannot approve the loan, there is no sale and there are laws about repossession.
Some states require that a bill of sale be provided at time of sale. Others do not. It does not make any difference to the buyer unless they have a bank account to send cash to.
