Most backpack models are classified as water resistant. This means that they are protected against some degree of immersion in water, and possibly dust. However, not all models do meet this standard and can still be useful.
Some companies have their products classified as waterproof but not airtight. This happens when the bag has some pockets or exposed areas where liquid can enter.
If one had a rain jacket that was also waterproof, then no extra layer was needed! It was the difference between being covered or wet and being humidity trapped.

Plastic clip buckles
