Drybrushings are very important so that the paint does not dry black on the skin. If the paint looks dry, chances are it was not, because there was not enough liquid glue used to secure it to the surface.
Use a lollipop stick to hold it
Instead of using your hands to hold the bear, use a lollipop stick. This way, you can make sure the bear is positioned right and that it is not coming off.
This is useful if you want to add more detail or expand the bear’s base. You can also use a separate stick to make additional legs or an oversized tail.
To create the fur, place some velveteen hair in a bag and brush it out until it’s smooth. Add some stuffing and pull up the drawstring to let out some steam.
To make the nose, cut off an end of the stick and tie a circle around it using something heavy like a nail clipper. Then, melt some solidified glue and place the pencil at one end and wrap with the other end until connected.

If you do not have royal icing, you can use gel icing or even a paste if you take the time to match his fur. Either way, the same principle applies: royal icing is a substance that hardens when it is warm.
